Captain Garcia was also instrumental in the City of Counsel Voluntary Safety Strategy meetings during former Mayor Bill White's term in Houston. Captain Garcia instills superior communication with his clients and security officers. At the Academy there is a major emphasis on safety and Captain Garcia requires excellence and knowledge in order for his teams to provide quality security.
